To unlock the Neon Skeleton costume, first, reset your costume. Find an electric spot and shock yourself, then pause the game. You should see a Sackperson skeleton show through your unfortunate sockpuppet when you pause the game. Hold the PS button to turn the controller off. Turn the controller back on when prompted to get your costume.
